    "description": "The provision of waste, recycling and environmental services in the Southend-on-Sea City Administrative Area.\r\n\r\nThe services under the contract include collection of waste and recycling; operation of a waste transfer station; haulage of residual and bulky waste to treatment/disposal sites; operation of household waste and recycling centres; managing materials collected at the kerbside, household waste and recycling centres and fly tipping including sale or disposal for recycling and/or treatment; and street cleansing.\r\n\r\nSouthend-on-Sea City Council (\"The Authority\") is a unitary council with responsibility for both waste collection and disposal.\r\nThis contract is for the following services\r\n1) Collection of waste and recycling\r\na. Household Residual Waste collection;\r\nb. Household Dry Recycling collection;\r\nc. Household Food Waste collection;\r\nd. Household Garden Waste collection (chargeable service);\r\ne. Household Bulky Waste collection;\r\nf. Household Textiles collection;\r\ng. Household Small Electrical Appliances collection;\r\nh. Other non-domestic Waste and Recycling collection;\r\ni. Commercial Waste and Dry Recycling collection;\r\nj. Clinical Waste.\r\n2) Operation of a waste transfer station\r\n3) Operation of household waste and recycling centres\r\n4) Managing materials\r\na. Collected at the kerbside;\r\nb. HWRCs;\r\nc. Fly tipping; and\r\nd. Sale or disposal for recycling and/or treatment.\r\n5) Street cleansing:-\r\na. Litter and Detritus cleansing;\r\nb. Jet Washing;\r\nc. Bus shelters;\r\nd. Washing footpaths, alleyways, underpasses etc.;\r\ne. Weed control;\r\nf. Beaches and foreshores;\r\ng. Graffiti and fly-posting removal;\r\nh. Removal of fly-tipped materials and abandoned Waste;\r\ni. Hazardous Waste and chemical spills;\r\nj. Litter bins;\r\nk. Removal of seasonal fall;\r\nl. Shopping and other trolleys;\r\nm. Removal of dead animals;\r\nn. Rapid response and road traffic accidents;\r\no. Special events;\r\np. Removal of litter from lakes etc.;\r\nq. Deep cleansing/ chewing gum removal;\r\nr. Erection of signs.\r\n6) Other Services:\r\na. Management of Waste;\r\nb. Haulage of residual and bulky waste to treatment/disposal sites;\r\nc. Asset management;\r\nd. Contingency arrangements.",
