Introduction\r\nBroseley Town Council invites suitably qualified and experienced contractors to submit a tender for the conversion of an existing storage unit into upgraded toilet facilities within the cemetery grounds.\r\nThe Council is content in principle to proceed with the works, subject to confirmation that all required elements are included within the quoted costs and that full compliance documentation is provided.\r\n________________________________________\r\n2. Scope of Works\r\nThe works shall include, but not be limited to, the following:\r\nA. External \u0026 Enabling Works\r\n1.\tTraffic management arrangements.\r\n2.\tCouncil fees for any required road closures.\r\n3.\tSevern Trent connection fees (where applicable).\r\n4.\tRoad and ground reinstatement to existing conditions.\r\nB. Drainage \u0026 Groundworks\r\n5.\tInstallation of foul drainage pipe from the toilet block to the main sewer in the main road, including:\r\no\tExcavation of trench\r\no\tSupply and installation of gravel bedding\r\no\tPipework and fittings\r\no\tInstallation of manholes (as required)\r\no\tReinstatement to current ground conditions\r\n6.\tFoul pipework from toilet and basin to external drainage system.\r\nC. Plumbing \u0026 Sanitary Installation\r\n7.\tSupply and installation of toilet and hand basin.\r\n8.\tWater connections to toilet and basin.\r\n9.\tPlumbing in of water supply to the new toilet and sink.\r\nD. Internal Alterations\r\n\u2022\tAlterations necessary to convert storage unit to compliant toilet facility.\r\n\u2022\tCompliance with current Building Regulations and water authority requirements.\r\n\u2022\tProvision of adequate ventilation and welfare compliance where applicable.\r\n________________________________________\r\n3. Contractor Requirements\r\nThe successful contractor must act as Principal Contractor and demonstrate compliance with the Construction (Design and Management) Regulations 2015 (CDM 2015).\r\nTender submissions must include:\r\nA. Health \u0026 Safety Documentation\r\n\u2022\tConfirmation of Principal Contractor compliance with CDM 2015\r\n\u2022\tConstruction Phase Health \u0026 Safety Plan (CPP), outlining:\r\no\tSite risk management\r\no\tWelfare arrangements\r\no\tSequencing of works\r\no\tSite control and public protection measures\r\n\u2022\tRAMS (Risk Assessments and Method Statements) relevant to all aspects of the works.\r\nB. Insurance\r\n\u2022\tPublic Liability Insurance (minimum \u00a35 million or as specified)\r\n\u2022\tEmployers\u0027 Liability Insurance\r\n\u2022\tProfessional Indemnity Insurance (if applicable)\r\nC. Accreditation \u0026 Certification\r\n\u2022\tRelevant trade certifications\r\n\u2022\tOperative tickets (e.g., CPCS/NPORS for plant, confined space where required)\r\n\u2022\tEvidence of competency for drainage and water connections\r\nD. Programme of Works\r\n\u2022\tDetailed programme/time plan outlining:\r\no\tProposed commencement date (from 1 April, subject to agreement)\r\no\tKey milestones\r\no\tAnticipated duration\r\no\tSequencing of works\r\n________________________________________",
