    "description": "The Council is seeking to appoint a service provider to provide the Early Help Service to Herefordshire children and their families with complex needs.  Its focus is on building the resilience of thousands of families across Herefordshire each year, and on driving system change so that every area has joined up, efficient local services which are able to identify families in need and provide the right support at the right time.  \\r\r\nThis contract is for two years from 01 April 2025 to 31 March 2027.\\r\r\n\\r\r\nThe Invitation to Tender (ITT) is being carried out under the Light Touch Regime (LTR) allowed within The Public Contract Regulations 2015, Reg 74 to 77 and therefore applies the flexibilities afforded under above regulation.\\r\r\nTransfer of Undertakings (Protection of Employment) (TUPE) regulations may apply to at least five members of staff.\\r\r\n\r\n\r\nAdditional information: \r\nHerefordshire Council has published this contract opportunity on the \u0027Supplying the Southwest Portal\u0027.
