IntroductionSocial Care Wales is developing a pilot programme to support career progression for people working within social care in Wales who are from ethnic minority backgrounds.We know from our workforce data there are fewer people from an ethnic minority background in leadership and management roles. The aim of the programme is to support people working in direct care services (not including social work) to take their first steps into leadership and management.Aims and objectivesThe programme aims to empower ethnic minority employees in the social care sector by giving them essential skills and resources to advance their careers, promoting diversity and inclusion in leadership roles.The 12-month programme includes sessions to develop leadership skills, coaching sessions and opportunities to shadow senior leaders.The aim of the programme is to:- Support people to see themselves as leaders.- Provide visible pathways to leadership opportunities within Wales.- Understand the principles of good leadership- Opportunities for practical experience of leadership in social careWhat is required / ‘The Requirements’This initiative supports the Anti-racist action plan (Wales), which was launched in 2022.This is a non-accredited programme, aimed at social care workers who are qualified at QCF level 3.The programme will support and prepare people who may choose to undertake level 4 and 5 management qualifications , post programme.We have developed an outline for the programme, which will include:- Taught sessions- Coaching- ShadowingFor each element of the programme we have developed supporting packs, in collaboration with people with lived experience, with guidance for:- Employers supporting staff through the programme- Programme participantsThese packs will be available to the successful Supplier.The employers taking part in the programme will be supported with access to a cultural competency scheme. This element will be provided by a separate supplier, who will ensure the employers taking part in the scheme provide a safe and culturally competent workplace for programme participants.The pilot training and development programme will start in Autumn 2025 and run over a 12 month period.We are looking for a Supplier who can- Manage the overall programme and liaise with pilot sites to ensure smooth delivery- develop content and deliver the taught leadership sessions- provide one to one coaching for participants- Liaise with the organisation delivering the Cultural Competency Scheme that support the pilot sites- Contribute to agreed approaches of evaluation as the programme is delivered and particularly at the end of the programmePlease see Specification for more detailNOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=152838.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility. This tender is in relation ‘supporting progression for the ethnic minority workforce in social care’. The tender was due to close 3 July. Since the tender has gone live, the requirements for the project has changed which will impact the scope of work and increase the budget.As we have now had internal sign-off of the project change , we will cancel the current notice (JUN518696) and publish this new notice with updates to the project. Even though it is essentially the same project, this new notice will be treated as a new tender process with new deadlines. The new tender pack will look similar with small additions to the ITT and supplier response document.We apologise for any inconvenience this has caused and hope that the enhanced project remains within your scope of work.(WA Ref:152838)The buyer considers that this contract is suitable for consortia bidding.
