Welsh Government published its Innovation Strategy, Wales Innovates, in February 2023 and its subsequent delivery plan in October 2023. A commitment was made in Wales Innovates to undertake evaluations at years three and five to explore strategy implementation, progress and impacts. Due to the breadth and complexity of Wales Innovates, a scoping study is required in preparation for the year 3 and year 5 evaluations. The aim of the scoping study is to articulate the theory, assumptions, evidence and readiness underpinning Wales Innovates and to use this information to develop recommendations for a robust evaluation programme.
