    "description": "Please note that bids must be submitted through Sell2Wales only.Full details including timeline are available in the spec document (downloadable from the Additional Documents section)------Organisation name: The Office of the Future Generations Commissioner for WalesProject name:Future Generations Commissioner for Wales Stakeholder Survey 2025Requirement:The Future Generations Commissioner is seeking feedback and insights from stakeholders to better understand awareness and knowledge stakeholders have of the Well-being of Future Generations Act and the Commissioner\u00e2\u0080\u0099s work programme.This survey will support learning, accountability, and continuous improvement, ensuring that the work of the Commissioner remains relevant, impactful, and aligned with the needs of current and future generations in Wales.In March 2023, Derek Walker began his term as the Future Generations Commissioner for Wales, taking forward the responsibility of promoting and safeguarding the interests of future generations under the Well-being of Future Generations (Wales) Act 2015 (the \u00e2\u0080\u009cWFG Act\u00e2\u0080\u009d). Since his appointment, the Commissioner has adopted a new strategic direction for the office, outlined in the Cymru Can strategy published in November 2023. This approach focuses on working collaboratively with others to drive long-term action across Wales \u00e2\u0080\u0093 in the delivery of five interconnected missions.In April 2025, the Commissioner published his statutory Future Generations Report 2025, setting out an assessment of progress made towards achieving the well-being goals and providing recommendations to support the Welsh Government and public bodies in meeting their duties under the WFG Act.Further information on the Commissioner can be found here: and please see Cymru Can \u00e2\u0080\u0093 Future Generations Commissioner\u00e2\u0080\u0099s Strategy.We would like to invite you to submit a quote with a description of what you would supply for the following work to be undertaken.Overall objectiveThe objective of this stakeholder survey is to gather meaningful feedback from a diverse range of stakeholders to assess awareness and understanding of the Well-being of Future Generations Act.The survey should also evaluate the effectiveness and approach of the Commissioner\u00e2\u0080\u0099s work, including the Cymru Can strategy and the Future Generations Report 2025. Insights from the survey will inform future priorities, strengthen stakeholder relationships, and help ensure the Commissioner\u00e2\u0080\u0099s work continues to deliver positive change for current and future generations in Wales.Aims\u00e2\u0080\u00a2\tUnderstand perceptions and awareness of the WFG Act.\u00e2\u0080\u00a2\tLearn about and build on what our office does well and should continue doing.\u00e2\u0080\u00a2\tUnderstand what our office doesn\u00e2\u0080\u0099t do so well so that we can improve on it.\u00e2\u0080\u00a2\tHear from people who may be less ready to share feedback anecdotally.\u00e2\u0080\u00a2\tHelp us measure progress over several years.\u00e2\u0080\u00a2\tHear a range of views from those who\u00e2\u0080\u0099ve worked closely with us and those who may not feel so heard.\u00e2\u0080\u00a2\tUnderstand who would like to be involved in our work going forward.We envisioned the survey to include questions about the following topics, exploring perceptions of:\u00e2\u0080\u00a2\tawareness and understanding of the WFG Act;\u00e2\u0080\u00a2\tthe commissioner and our work;\u00e2\u0080\u00a2\tour communications;\u00e2\u0080\u00a2\tdischarge of our duties and functions;\u00e2\u0080\u00a2\tour priorities;\u00e2\u0080\u00a2\tHow we implement the WFG Act ourselves as an office (how we involve people, in particular);\u00e2\u0080\u00a2\tour partnerships.We would like the supplier to work with audiences seldom heard to design questions. We would also welcome the supplier\u00e2\u0080\u0099s opinion and advice on what the survey should include and the wording of the questions.As a minimum the format of the survey should be bilingual. Ideally, it should be available in other formats such as British Sign Language.A final set of questions should be agreed with the Future Generations Commissioner for Wales.Which stakeholders do we need to hear from?We would like to ensure the survey is completed by representatives from public, private and voluntary sectors (including academia). We could base this on the groups we are statutorily obliged to involve in the Future Generations Report \u00e2\u0080\u0093 these are:1.\tthe commissioner\u00e2\u0080\u0099s advisory panel;2.\tLeaders or senior employees of Welsh public bodies;3.\trepresentatives of voluntary organisations;4.\tlocal councillors;5.\trepresentatives of persons carrying on business in Wales;6.\ttrade unions representing workers in Wales.We welcome the inclusion of these additional participants;7.\tmedia and journalists;8.\tMembers of the Senedd;9.\tAcademia;10.\tOrganisations we have partnered with.We would welcome suggestions from the potential supplier on who else to survey too.Further considerations:\u00e2\u0080\u00a2\tHow can we ensure a balanced range of views (i.e. avoid the bias of mainly sending it to people we work with a lot and have a good relationship with)?\u00e2\u0080\u00a2\tHow can we ensure we reach those who don\u00e2\u0080\u0099t feel as heard by the office?\u00e2\u0080\u00a2\tHow can we make sure we get feedback from those we have worked closely with, and who therefore have the most experience of our ways of working, whilst balancing with the first two points?A final output should be provided of responses and analysis.Budget:\u00c2\u00a38,000 including VATProposal Requirements: Proposals should be 2 A4 pages at mostNOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=153933.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility.
