Based on this, the contractor should produce a set of high-level recommendations on:\r\n The feasibility of applying carbon pricing to the aforementioned sectors (heating buildings, transport and agriculture).\r\n How the expansion of the ETS can be carried out in line with the principles of a just transition and the policies that can be applied to mitigate disproportionate harm on economically or socially vulnerable groups.\r\n The contractor should be able to produce a clear and high-quality report and do a presentation of the findings to the client.",
