"eligibilityCriteria": "The tender documentation has been prepared on behalf of The Osborne Apartments who, in tendering for these works, will carry out an open and fair procurement process as outlined in the Welsh Building Safety Fund scheme guidance. All tender documentation will be provided equally, and in full, to all potential bidders. Welsh Government\u00e2\u0080\u0099s procured contractors are eligible to bid for this contract but will have no competitive advantage over any other bidder. This will be independently ratified by Welsh Government Officials who will review all tender documentation at the Welsh Building Safety Panel. ",
