Description

The aim of this contract is to work with Medr and the tertiary education sector to design detailed proposals for a leadership development programme suitable for current and aspiring senior leaders across the whole sector. The contract does not include delivery of the programme, which will be the subject of a separate procurement exercise at a later date.Objectives:To work with Medr and tertiary sector providers, representative bodies and relevant trade unions to develop proposals for a senior and system leadership development programme for the tertiary sector in Wales which will:Support the professional development of current and aspiring senior leaders in the tertiary sector;Secure the engagement of sector leaders with the potential to influence system-wide change and improvement;Support a pipeline of diverse and talented senior leaders;Foster strong cross-sector relationships and collaboration in service of the sector’s shared goals, with a particular focus on the strategic aims and commitments set out in Medr’s strategic plan 2025-2030;Build capacity in the sector for collaborative planning, programme and project delivery;Support the wellbeing of senior leaders in the tertiary sector;Align with relevant professional standards for sector leaders, including the professional standards for FE and work-based learning leaders in Wales;Build on previous leadership development programmes, and incorporate the elements which participants valued most;Ensure sustainable outcomes for participants, such as communities of practice; andReflect the diverse needs of different parts of the tertiary sector, including the varying leadership roles and levels in different types of provider.To identify existing leadership development programmes available to the tertiary sector, and ensure that the proposed approach will complement rather than duplicating these.To explore the appetite and opportunities for accrediting the outcomes of leadership development.To identify the benefits and potential unintended consequences of a sector-wide leadership development programme.To identify potential levels of demand for the programme over the next five years. This should include clear recommendations on the target cohort(s) for the programme, including regarding options for those who have taken part in other leadership training with similar or overlapping content in recent years.
